国际话语权视域下的智库作为研究——以反制美国首届“民主峰会”实践为例  

Research on the Role of Think Tanks from the Perspective of International Discourse Power——Taking the Practice of Countering the First “Summit for Democracy” Held by the U.S. as an Example

摘　　要：[目的/意义]智库作为公共舆论的“生产引擎”,具有提供话语体系、强化议程设置、促进公共外交等重要功能,是提升国际竞争力和国际影响力的重要力量。[方法/过程]本文以国际话语权理论为研究视角,对反制美国首届“民主峰会”舆论战中的智库作为进行了系统研究,总结出提前民调、算好国际社会“人心账”,破立并举、争夺民主话语“定义权”,有机联动、形成舆论反制“大棋局”等显著特征。[结果/结论]在经验总结、规律探究的基础上,本文对智库发挥更深层次的作用进行了深入思考,提出形成智库矩阵、打造话语体系、增强传播意识、创新体制机制、塑造智库品牌等精进之道。[Purpose/significance]As the “production engine” of public opinions,think tanks have important functions such as providing a discourse system,strengthening agenda setting and promoting public diplomacy.It can play an important role in enhancing international competitiveness and international influence.[Method/process]From the perspective of international discourse power theory,this paper makes a systematic study on the role of think tanks in countering the first “Summit for Democracy” held by the U.S.,summarizing the remarkable characteristics of conducting polls in advance,calculating the “ public attitude accounts” of the international community,competing for the “Right of definition” democratic discourse,and forming a “ Grand chess game” against public opinion.[Result/conclusion]On the basis of experience summary and law exploration,this paper makes a deep reflection about the role of think tanks,and proposes the following methods:form think tank matrix,build discourse system,enhance communication awareness,innovate systems and mechanisms,and build the brand of think tanks.
