全面深化改革视角下解决东北营商难题的对策

摘　　要：营商环境的优劣在一定程度上决定了一个国家或地区的综合竞争力,好的营商环境可以促进经济社会的发展,持续健康发展的经济业态反过来可以不断提升和优化营商环境,形成良性循环。在全面深化改革的视角下,从人员要素、资金要素、科技要素等方面分析了东北地区营商环境的现状和水平,剖析了东北营商难题的内在原因,进而提出了加强市场监管、加快科技创新与成果转化以及加强区域联动,营造和谐向上的社会环境等具体建议,以期为东北地区营商环境的优化提供现实指导。To a certain extent,the quality of the business environment determines the overall competitiveness of a country or region.A good business environment can promote economic and social development,and a healthy and sustainable economy,in turn,can improve and optimize the business environment and create a virtuous circle.From the perspective of deepening reform in an all-round way,this paper analyzes the present situation and level of business environment in northeast China from the aspects of personnel,capital and science and technology,and analyzes the internal causes of business problems in northeast China.Some suggestions are put forward,such as strengthening market supervision,accelerating the transformation of scientific and technological innovation and achievements,strengthening regional linkage and building a harmonious social environment,so as to provide practical guidance for optimizing the business environment in northeast China.
