摘　　要：做好网上群众工作是新时代中国共产党治国理政的基本要求。网上群众工作的治理逻辑在于依托数字技术便利群众诉求表达的同时,提升政府响应群众诉求的运作能力。具体表现为依托平台化赋能、智能化赋能、大数据赋能打造政民连心桥、矛盾分诊台以及民意晴雨表的网上群众工作样态,提升和优化以平台体系建构、技术创新应用和权力运行转变驱动治理扁平化、前瞻化、系统化的治理结构。基于对网上信访的现实考察透视网上群众工作,发现其面临着认知固化、效能受限、数字符号化以及回应陷阱等难题。网上群众工作的公共价值创造核心在于通过探寻和回应民众真实的期望,提升治理效率、改善服务体验,真正落实了解民情、集中民智、维护民利、凝聚民心的群众工作目标,凭借提升公共服务能力、增强数字应用能力、加快网上资源整合以及统筹推进法治建设,进一步发挥网上群众工作优势。Effective undertaking of online mass work is the basic requirement of the CPC’s governance in the new era. The governance logic of online mass work is to digitally enable the expression of mass demands and to improve the operation ability of the government to respond to mass demands. The specific performance is that it relies on platform, intelligence, and big data to build an online mass work model of connecting the government and the people, as well as a conflict “triage desk” and a “barometer” of public opinion. It has also improved and optimized the flat, forward-looking and systematic governance structure driven by the construction of platform system, the application of technological innovation and the transformation of power operation. It can be found after realistic investigation of online mass work that it also faces a number of practical problems, such as cognitive solidification, limited efficiency, digital symbolization, and response traps. The core of public value creation in online mass work is to improve governance efficiency, improve service experience, and truly implement the mass work goal of understanding people’s conditions, concentrating people’s wisdom, safeguarding people’s interests and rallying people’s hearts by exploring and responding to people’s real expectations. By improving public service capacity, enhancing digital application capacity, accelerating the integration of online resources and comprehensively promoting the construction of the rule of law, we will further give play to the advantages of online mass work.
