摘　　要：由科研院所、企业、大学以及各种支撑平台、政府等构成的科技创新是一个复杂的动态演化系统。根据创新的难易程度,可将科技创新系统的治理分为4个层次,即自治层的科技创新系统治理、技术层的科技创新系统治理、交易层的科技创新系统治理和协商层的科技创新系统治理。4个层次模糊对应3种治理模式,即由企业主导的组织内部自主创新治理、由市场主导市场创新治理、由多方组织合作的协同创新治理,其分别对应的政府角色为支持者、守夜者和干预者。The scientific and technological innovation composed of research institutes,enterprises,universities,various supporting platforms and governments is a complex dynamic evolution system. According to the difficulty of innovation,the governance of science and technology innovation system can be divided into four levels,namely the governance of science and technology innovation system of autonomous level,the governance of science and technology innovation system of technology level,the governance of science and technology innovation system of transaction level and the governance of science and technology innovation system of negotiation level. The four levels of ambiguity correspond to three governance models,namely,enterprise-led internal independent innovation governance,market-led market innovation governance,and collaborative innovation governance with multi-organization cooperation.The corresponding government roles are supporters,night watchers and interveners.
