摘  要:为保证区域生产、生活与资源环境的协调发展,提高水资源配置效率,水资源优化配置已成为当前研究热点.以佳木斯市为研究区,基于社会、经济、生态环境效益构建水资源多目标优化配置数学模型,选取2020年为现状年,2030年为规划年,采用NSGA-Ⅲ算法求解pareto最优解,求得规划年4种水资源配置方案,即方案一优先考虑社会效益目标,方案二优先考虑经济效益目标,方案三优先考虑生态环境效益目标,方案四侧重于社会、经济、生态环境协同发展.结果表明:方案四为最优方案,相比其他方案,该方案既注重社会经济发展,又兼顾生态环境的保护与管理,促进社会经济与水资源系统的可持续发展.不同方案研究成果可为当地水资源优化配置提供科学依据.In order to ensure the coordinated development of regional production,life and resources and environment,and improve the allocation efficiency of water resources,the optimal allocation of water resources has become a research hotspot. Taking Jiamusi City as the study area,constructs a multi-objective optimal allocation model of water resources is constructed based on social,economic and ecological and environmental benefits. Selecting 2020 as the status quo year and 2030 as the planning year,the NSGA-Ⅲ algorithm is used to solve the pareto optimal solution,and four allocation options of water resources are obtained for the planning year. Four allocation options of water resources are as follows:option 1 gives priority to the social benefit objective,option 2 gives priority to the economic benefit objective,option 3gives priority to the ecological and environmental benefit objective,and option 4 focuses on the coordinated development of society,economy and ecological environment. The results show that option 4 is the optimal option.Compared with other options, this option not only pays attention to socio-economic development, but also takes into account the protection and management of ecological environment,which can contribute to the sustainable development of socio-economy and water resource environment. The research results of different options can provide scientific basis for the optimal allocation of local water resources.
