美国大学数字公民培养与网络失范行为治理

摘　　要：在数字技术时代,大学生作为引领未来时代发展的主力军,具备数字安全与法律意识、数字礼仪、数字素养、数字参与等核心素养,可以使其尽快适应数字化学习环境。美国大学通过优化数字公民素养课程、实施数字伦理课程跨学科教学、联合图书馆推进数字素养教育、利用数字媒体资源增强学生社区参与能力等路径推进数字公民素养教育,培养大学生积极、安全、合法和合乎道德的互联网行为。与此同时,针对大学生群体存在的网络失范行为,美国大学通过加强版权法律教育、建立举报机制、设置行为准则、诉诸法律等手段予以治理。In the era of digital technology,as the main force leading the development of the future era,college students with digital security and legal awareness,digital etiquette,digital literacy,digital participation and other core literacy can make them adapt to the digital learning environment as soon as possible.American universities promote digital citizenship literacy education by optimizing digital citizenship literacy courses,implementing interdisciplinary teaching of digital ethics course,cooperating with libraries to develop digital literacy education,and using digital media resources to enhance student community participation,so as to cultivate college students to form positive,safe,legal and moral internet behavior.At the same time,American universities deal with network anomie behaviors of college students by strengthening the copyright law education,establishing the reporting mechanism,setting up the code of conduct,and resorting to law.
