摘　　要：目的:通过大部制改革,将医疗质量管理职能归口到一个部门,避免质控职能分散在各科室时产生扯皮推诿、信息壁垒、监测不足等问题,构建一体化、全流程、全方位医疗质量闭环管理体系。方法:调整职能部门组织架构,以大部制理念设置“质控中心”,下设医疗质控科、护理质控科、医保物价科、病案室和数据中心,探索“大质控”运行模式。结果:有效提升全过程医疗质量安全,各项质量指标稳中向好,“国考”成绩稳步提升。结论:大质控理念真正将质控职能与管理职能分开,实现医疗质量管理规范化、目标科学化、管理精细化,促进医院向质量效益型高质量发展转变。Objective:To centralize the medical quality management function into one department through the reform of large depart⁃ment system,to avoid the problems of buck-passing,information barriers and inadequate monitoring when the quality control function is dispersed in various departments,so as to build an integrated,whole-process and all-round medical quality closed-loop manage⁃ment system.Methods:Adjust the organizational structure of functional departments,set up a“quality control center”based on the concept of large department system,including medical quality control department,nursing quality control department,medical insurance and price department,medical record room and data center,so as to explore the“large quality control”operation mode.Results:The qual⁃ity and safety of the whole process of medical treatment were effectively improved,various quality indicators were stable and improved,and the scores of the“National Examination”were steadily improved.Conclusion:The concept of large quality control really separates the quality control function from the management function,realizes standardized management,scientific goal and fine management of medical quality and safety,and promotes the transformation of the hospital to a quality-benefit-oriented high-quality development.
