摘　　要：国内在建核电工程项目多数采用EPC总承包模式对工程进行管控,这种模式下所建立的质量责任制,其管理模式主要是将“公司制定的经营指标”及“上级单位下发的质量考核目标”经由组织机构层级通过上下级签订质量责任书的形式进行责任落实。但这种管理模式对于具体工作质量在每一层级的责任制落实不够明确,仅能反映岗位层级间的质量责任制联系,既不能与岗位所承担的工作内容相结合,也不能与工作业务范围的上下游外部单位进行质量责任关联,管理实用性有限。中核霞浦核电有限公司针对这一现状,充分利用快堆工程大业主模式下与各参建单位沟通协调的有利条件,并结合快堆工程质量责任制验证体系,将核电工程采购、建造、调试阶段甲乙双方合同约定的工作内容融入多级质保/质控管控下的质量责任制网格中,建立了一套自上而下具备精细化管理特质的创新质量责任制考核管理制度,有效解决了公司在该管理领域急需资源整合的管理痛点,同时也为其他大业主模式下在建核电工程的质量责任制管理提供了参考。Most of the domestic nuclear power projects under construction adopt the EPC contracting mode for project control. The management mode of the quality responsibility system is mainly to carry through responsibilities according to the business indicators established by the company and the quality assessment objectives issued by higher competent authorities in the form of signing the letter of quality responsibility. But this management mode for the quality of specific work at each level is not clear, It can only reflect the relationship of the quality responsibility system among job levels, and cannot be combined with the work content undertaken by each post, nor can it be associated with the quality responsibility of external organizations in the upstream and downstream of the business scope, so the practicability of management is limited. In response to this situation, XNPC makes full use of the advantageous position of coordination and communication with the participating organizations under the big owner mode, combined with the quality responsibility verification system of the fast reactor, the contract contents agreed upon by Party A and Party B in the procurement, construction and commissioning phases of the project are integrated into the grid of the quality responsibility system under multi-level quality assurance/quality control, established a set of innovative quality responsibility assessment management system from top to bottom, with refined management characteristics. It not only effectively solves the management pain points that the company is in urgent need of resource integration in this management field, but also provides a reference for the quality responsibility management of other nuclear power projects under construction under the big owner mode.
