浅谈应急物流保障碎片溢价现象和改进建议

摘　　要：介绍了存在于应急物流保障各个环节中的碎片溢价现象,并指出其制约了应急物流活动的紧急性、快速性、全域性保障效能。最后,针对存在的问题,提出了我国急需构建管理责任主体单位,完善物流保障法制体系,加强与先进技术、科学理念、优秀企业的深度融合,以降低物流环节碎片溢价成本,提高应急物流对社会保障的贡献度。In this paper,we introduced the fragmentation premium in all links of emergency logistics support,and believed that it restricted the efficiency of emergency logistics activities in terms of urgency,rapidity and coverage.In view of the existing problems,we proposed that China should establish a responsible management body,improve the legal system for logistics support,and strengthen the deep integration of advanced technologies,scientific concepts and excellent enterprises,so as to reduce the fragmentation premium cost of each logistics link and improve the contribution of emergency logistics to social security.
