从“铁锈带”到“智带”:后工业化转型中的“大学区域”互动机制研究

摘　　要：“铁锈带”衰落于后工业化浪潮之中,而部分拥有丰富智力资源的“铁锈带”城市(地区)通过“大学-区域”良性互动,成功转型为以高科技产业见长的创新中心和智能制造中心(即“智带”)。这一转型过程并非自然发生,基于对促成转型的关键主体的分析可建构出后工业化转型中“大学-区域”互动机制的三种理想类型,即地方政府主导型、联络者主导型以及局外人主导型。研究域外“铁锈带-智带”转型中的“大学-区域”互动或可为我国面临后工业化转型压力的城市(地区)提供改进策略:基于区域异质性特征,大学与多元主体协同构建共识空间;以联络者、局外人为纽带,培育“大学-区域”共同生长的良性生态;各主体主动增强相互支撑力度,优化联络者、局外人创业环境等。"Rust belt"cities(regions)declined in the wave of post-industrialization,while some of them with rich intellectual resources have successfully transformed into innovation centers and smart manufacturing centers(i.e.,"brain belts")through positive university-region interactions.Such transformations did not occur naturally.Based on an analysis of key stakeholders that contributed to such transformation processes,three ideal types of university-regional interaction mechanisms in post-industrial transformation have be constructed(i.e.,the types of local governments-led,connectors-led,and outsiders-led).Analyzing university-regional interactions during the transformation from"rust belts"to"brain belts"may provide suggestions for cities(regions)facing the pressure of post-industrial transformation in China:fully considering regional characteristics while constructing a"consensus space"covering universities and multiple stakeholders,fostering a university-regional co-growth ecosystem with"connectors"and"outsiders"as links,as well as enhancing the mutual support among stakeholders in order to optimize the entrepreneurial environment.
