创新驱动发展战略背景下江苏省人才高地建设的成效、困境与优化策略

摘　　要：面对国家加快建设世界重要人才中心和创新高地的战略定位,打造人才高地逐步成为各界理论构建和实践探索的热点。基于熊彼特的创新理论和波特的国家竞争优势理论,创新驱动是以人为核心的知识技术协同创新,人才高地建设是创新驱动发展的重要支撑。江苏省以高端的创新平台为载体、以先进的产业体系为支撑、以完备的政策制度为前提、以优良的营商环境为保障打造人才高地并初见成效。但江苏省仍存在国际顶尖人才和创新团队不足、缺少善于解决复杂工程问题的卓越工程师和人才发展环境有待进一步优化等现实问题。江苏省应基于创新驱动发展理论和江苏人才高地建设的区域特殊环境,做好人才发展规划、加大自主培养力度、升级科技创新平台、强化投入服务保障,在融合聚变中不断放大人才工作“乘数效应”,推动人才强国建设。Faced with the strategic positioning of the country to accelerate the construction of the global important talents′center and innovation highland,building talent highland has gradually become a hot spot for theoretical construction and practical exploration from all walks of life.Based on Schumpeter′s theory of innovation and Porter′s theory of the competitive advantage of nations,innovation-driven is human-centered collaborative innovation of knowledge and technology,and talent highland construction is an important support for innovation-driven development.Initial success was achieved in the construction of talent highland in Jiangsu Province with a premium innovation platform as the carrier,an advanced industrial system as the support,a complete policy system as the premise,and an exemplary business environment as the guarantee to create the talent highland initiatives.Nevertheless,there are still real problems of insufficient international top talents and innovation teams,lack of outstanding engineers who are good at solving complex engineering problems,and the poor environment for talent development.Based on the theory of innovation-driven development and the special regional environment of Jiangsu talent highland construction,Jiangsu Province should make better planning for talent development,increase independent training,upgrade the scientific and technological innovation platform,and strengthen the investment and service guarantee,so as to continuously magnify the"multiplier effect"of talent management in the integration and fusion and promote the construction of a strong talent country.
