数字经济背景下图书馆科技咨询实践路径研究——基于苏皖两省公共图书馆决策咨询服务实例研究

摘　　要：文章以长三角公共图书馆智库服务联盟成员,苏皖两省公共图书馆科技咨询服务相关实践为例,阐释苏皖两省公共图书馆科技咨询业务的实施背景与建设目标,归纳两省图书馆在软件产业、数字走廊、数字非遗、智慧养老及数字民政等咨询项目中的研究策略,总结出信息挖掘、资料汇编、自主创新、实地调研以及嵌入式等咨询方法,以此初步建立苏皖省馆联盟形式下的科技咨询服务体系,以适应两省社会科技应用发展需求。基于前期项目实践,文章认为要想不断深化联盟科技咨询服务的建设与发展,图书馆可从人才配置、资金保障以及行业协作等角度入手,构建科技咨询业务保障机制,以推动图书馆科技咨询业务高质量发展。The article takes the scientific and technological consultation practices of libraries in Jiangsu and Anhui province,which are members of the Yangtze River Delta Public Library Think Tank Service Alliance,as an example to explain the implementation background and construction objectives of the scientific and technological consultation service of public libraries in Jiangsu and Anhui province,summarize the research strategies of libraries in these two provinces in consulting projects of software industry,digital corridor,digital non-foreign heritage,intelligent elderly care and digital civil affairs,and conclude the information mining,data compilation,independent innovation,field research and embedded consulting methods.The article summarizes the consulting methods of information mining,data compilation,independent innovation,field research and embedding,and establishes a preliminary scientific and technological consultation service system under the alliance of Jiangsu and Anhui provincial libraries to meet the development needs of social technology applications in the two provinces.Based on the practice of the previous project,the article believes that in order to deepen the construction and development of the alliance’s scientific and technological consultation service,libraries can build a mechanism to guarantee the scientific and technological consultation service from the perspectives of talent allocation,financial guarantee and industry collaboration,so as to promote the high-quality development of library scientific and technological consultation service.
