摘　　要：党的十八大以来,以习近平同志为核心的党中央领导人民在国家治理各领域取得了历史性成就。历史性成就的取得离不开制度的保障,中国特色社会主义制度对国家治理的保障作用体现在中国特色社会主义制度的内在价值、外在形式和显著优势等方面,构成新时代国家治理历史性成就背后的制度动因。新时代要继续完善中国特色社会主义制度为国家治理提供持续的制度支撑,完善人民代表大会根本制度来实现国家治理坚持的人民主体地位,完善基本经济制度来维护国家治理彰显的公平正义,完善重要文化制度来夯实国家治理的价值内核和文化根基。Since the 18th CPC National Congress in 2012,historic achievements have been made in national governance by the Chinese people under the leadership of the Party Central Committee with Comrade Xi Jinping as the core.All those achievements cannot be made without institutional guarantees,as reflected in the intrinsic values,external forms,and significant advantages of the socialist system with Chinese characteristics,which constitute the institutional motives behind those achievements.In the new era,it is necessary to continue refining the system to provide sustainable institutional support for national governance;improve the system of people's congresses to ensure the principal position of the people,upgrade the basic economic system to maintain social fairness and justice,and strengthen the important cultural system to consolidate the intrinsic values and cultural foundation of national governance.
