摘　　要：针对单一的通信手段在公安应急通信保障中存在局限性的问题,以“动中通”卫星通信车为载体研究多网融合技术,将现有的短波通信、超短波通信、PDT通信、4G/5G公网通信、卫星通信和计算机网络等通信手段进行优化组合配置,设计公安“动中通”通信车多网融合通信系统架构及其分系统拓扑连接关系,研究三层指挥体系下的指挥通信网络架构,为公安部门实施高效的应急通信保障提供技术支持。In view of the limitations of single communication means in the guarantee of public security emergency communication, take the “satellite communication in motion” vehicle as the carrier to study the multi-network integration technology, and optimize the combination and configuration of the existing communication means such as short wave communication, ultra-short wave communication, PDT communication, 4 G/5 G public network communication, satellite communication and computer network, Design the multi-network integrated communication system architecture and its subsystem topology connection relationship, study the command and communication network architecture under the three-tier command system, to provide technical support for the implementation of efficient emergency communication guarantee by the public security department.
