摘　　要：养老诈骗犯罪是一种专门针对老年人实施的侵财型犯罪,既具有诈骗犯罪的一般特点,也具有自身的独特性。养老诈骗犯罪可分为接触型诈骗犯罪与非接触型诈骗犯罪两大类型,每种类型之下又可分出若干子类型。当前,我国养老诈骗犯罪高发、频发,其原因是多方面的,既有被害人本身的原因,也有犯罪嫌疑人的原因,还有地方党委、政府以及职能部门重视不够的原因。对养老诈骗犯罪的治理是一项系统工程,包括事前预防、事中处置与事后处理等不同环节。目前,治理工作还存在着诸多困境,需要整合各种力量与资源,通过多措并举,综合施策,努力实现源头治理。Pension fraud crime is a kind of crime against the elderly, which has the general characteristics of fraud crime, but also has its own uniqueness. Pension fraud crime can be divided into two types: contact fraud crime and non-contact fraud crime, each type can be divided into a number of sub-types. At present, the crime of pension fraud is high and frequent in China. The reasons are various, which are not only the victims themselves, but also the suspects, and the reasons for the lack of attention by the local Party committee,government and functional departments. The management of pension fraud crime is a systematic project,which includes different links such as pre-prevention, in-process disposal and post-process treatment. At present, there are still many difficulties in the governance work, which requires the integration of various forces and resources, and the comprehensive implementation of multiple measures to achieve the source of governance.
