摘　　要：为使公路工程施工安全管理岗位责任得到全面落实,对公路工程建设施工安全管理过程中建设单位、施工单位、监理单位等三方落实全员安全生产责任制情况进行研究,建立全员安全生产责任制考核评价体系。提出以企业安全生产标准化基本要素为一级指标,岗位职责和工作任务为二级指标,通过发放调研问卷计算期望值的方法确定指标重要程度,并以此计算得出各考核指标的相对权重,提出优、良、中、差4个评价等级,并以施工单位分管设备物资的副经理为实例介绍落实全员安全生产责任制的考核评价应用过程。结果表明:在施工安全管理过程中分管设备物资副经理对安全生产责任制的落实情况考核得分为80.56分,评价等级为良。全员安全生产责任制考核体系促进了全员安全生产责任制的有效落实,具有重要的参考价值和推广应用前景。In order to fully implement the responsibility system of safety management post in the highway engineering, in this paper, the implementation situation of total work safety responsibility system in the development unit, construction unit, supervision unit and other three parties during the highway construction safety management was studied, and a total evaluation system for work safety responsibility system was established, in which the basic elements of enterprise work safety standardization are regarded as the first-level index and job responsibilities and tasks are regarded as the second-level index. The importance degree of the index is determined by distributing the survey questionnaire and calculating the expectation value, and then the relative weight of each evaluation index is calculated. Four evaluation grades are proposed, namely, excellent, good, medium and poor. An example application is carried out, in which the score of the implement situation evaluattion of the work safety system by a deputy manager in charge of equipment and materials in the construction unit is 80.56, and the evaluation grade is good. The total evaluation system for total work safety responsibility system has promoted the effective implementation of the total work safety responsibility system, and has important reference value and application prospect.
