摘　　要：海牙国际私法会议是国际私法领域编纂国际法的重要行为体,深刻地影响着国际私法统一化进程的发展。在全球治理体系调整变革时期,解决编纂国际法的过程中来自机构内部、编纂安排、机构外部方面的挑战,推动影响力建设和体制建设,选择编纂的内容,协调国际和区域层面的编纂,是亟需解决的重要问题。海牙国际私法会议在机构内部方面,需要积极提升全球层面的影响力,构建功能完善的组织机构;在编纂安排方面,需要坚持以编纂硬法规范为主、兼顾软法规范,慎重选择编纂议题,坚持以共识为基础,实现编纂过程的广泛参与,建立完善的公约后机制;在机构外部层面,需要注重加强国际层面与其他国际组织的统一,促进区域层面与其他组织的协调。中国积极参与海牙国际私法会议对国际法的编纂,对于中国的国际组织法实践具有重要作用,对于中国形成规范话语、引领规则创新、为国际法治提供中国立场和方案具有重要意义。The Hague Conference on Private International Law is an important body in the codification of international law in the field of private international law, and has profoundly influenced the development of unification of private international law. In the period of reforming and changing the global governance system, how to solve the problems from the internal institutions, codification arrangement, and external aspects of the institution is undoubtedly a great challenge. How to promote the influence building and institution building, how to choose the content of codification, and how to coordinate codification at the international and regional levels are all issues that need to be addressed urgently. In this regard, the Hague Conference on Private International Law promotes its influence at the global level and builds a functional organizational structure;in terms of codification arrangements, it insists on codification of hard law norms and soft law norms, carefully selects codification topics, adheres to the consensus-based approach, realizes broad participation in the codification process, and establishes a sound postconvention mechanism;at the external level, it focuses on strengthening the unification with other international organizations at the international level and promoting the coordination with other organizations at the regional level. China’s active participation in the codification of international law by Hague Conference on Private International Law is of great importance for China’s practice of international organization and is of great significance for China to form a normative discourse, lead the innovation of rules, and provide Chinese stand and solutions for the international rule of law.
