抗艾滋病、结核病和疟疾全球基金与主要捐赠国的合作及其对中国的启示

摘　　要：抗击艾滋病、结核病和疟疾的全球基金是一个旨在通过公私合作伙伴关系,加速终结艾滋病、结核病和疟疾等传染病流行的国际融资机构。全球基金成立20年以来,为艾滋病、结核病和疟疾流行的控制做出了重要贡献,影响力日益扩大。本文详细介绍了全球基金的治理结构以及筹资与分配模式,比较分析了主要捐赠国家与全球基金的合作方式,以及中国与全球基金的关系,并为中国参与全球基金等全球卫生多边平台提出了相应的政策建议。The Global Fund to Fight AIDS,Tuberculosis and Malaria is an international financing institution which aims at accelerating the ending of the epidemic of infectious diseases such as AIDS,tuberculosis and malaria via public-private partnerships.Since its establishment 20 years ago,the Global Fund has made significant contributions to the control of these infectious diseases,and has shown wider range of influence in the field of global health.This article introduces governance structures of the Global Fund and the mode in which it collects and allocates its funding in details;also it analyzes cooperation modes between the Global Fund and its major donors,especially relationship between the Global Fund and China.Corresponding policy suggestions therefore are proposed for participation of China in multilateral platforms regarding global health such as the Global Fund.
