摘  要:廓清中国传统行政文化的存在基础,有助于科学地探究当代行政文化价值取向。从传统行政文化的存在基础来看,农耕经济基础孕育出的保守型行政思维影响了当代行政民主的建设,以宗法制度为政治基础的从政观念影响了行政决策的科学性,根植于儒学的行政理念和模式影响了法治行政进程的改革创新。同时,传统行政文化蕴含的民本思想、和谐思想、行政伦理对当代行政文化有着积极影响。为了有效发扬传统行政文化的优势、摈弃其不足,在构建当代行政文化价值过程中,通过延续实绩晋升、培育法治信仰、发挥群众监督的做法,树立民生型的行政思想、形成法治型的行政文化、推进参与型行政管理模式。Clarifying the foundation of traditional Chinese administrative culture is helpful to scientifically explore the value orientation of contemporary administrative culture. From the perspective of the basis of traditional administrative culture, the conservative administrative thinking bred by the farming economy has influenced the construction of contemporary administrative democracy, the political concept based on the patriarchal system has affected the science of administrative decision-making, and the administrative concepts rooted in Confucianism and The model affects the reform and innovation of the administrative process of the rule of law. At the same time, the people-oriented thought, harmonious thought and administrative morality contained in the traditional administrative culture also have a positive impact on the contemporary administrative culture. In order to effectively carry forward the advantages of traditional administrative culture and abandon its shortcomings, in the construction of contemporary administrative cultural values, we should establish a people’s livelihood-oriented administrative thought by continuing the practice of performance promotion, and form a rule of law-based administrative culture by cultivating the belief in the rule of law, as well as promote a participatory administrative management model by the masses supervision.
