“清单制”乡村治理模式的行为逻辑和运行机制--基于武汉市蔡甸区的实证案例分析

摘　　要：实现乡村有效治理是乡村振兴的重要内容,也是国家治理体系和治理能力现代化的重要方面。目前我国乡村治理中仍然存在基层负担过重、基层政权责权不分等一系列问题。部分地区将“清单制”引入乡村治理中,创新乡村治理形式,并取得了一定成效。从各地应用“清单制”的案例可以看出,“清单制”主要从治理主体、治理客体、治理内容以及治理方式四个方面运用到实践中,其治理范式包括事务治理机制、责任归属机制、权力监督机制和服务参与机制。武汉市蔡甸区的“四项清单”治理案例体现了这些机制,并用“清单制”一张图道出“清单制”治理模式的行为逻辑。“清单制”乡村治理模式的运行机制包括组织互动机制和群众参与机制,一是组织架构的“纵+横”全方位体系,二是乡村治理的自我管理、自我服务和自我监督。To realize effective rural governance is not only an important part of rural revitalization,but also an important aspect of modernization of national governance system and governance capacity.At present,there still exist a series of problems in the rural governance in China,such as overburdened grass-roots level and indistinguishable responsibilities and powers of grass-roots political power.Some areas have introduced the“list system”into rural governance,innovated rural governance forms and achieved certain results.As can be seen from the cases of the application of“list system”in various places,the“list system”is mainly applied to practice from four aspects:the governing body,the governing object,the governing content and the governing method.The“list system”rural governance paradigm includes affair governance mechanism,responsibility ownership mechanism,power supervision mechanism and service participation mechanism.The“four-item list”governance model in Caidian District of Wuhan City embodies these mechanisms,and their“list system”chart shows the behavioral logic of the“list system”governance model.The operation mechanism of the model includes the organization interaction mechanism and the mass participation mechanism.In other words,one is the“vertical and horizontal”comprehensive system of organizational structure and the other is self-management,self-service and self-supervision of rural governance.
