摘 要:当前,智能网联汽车成为全球汽车产业发展的战略方向,发展智能网联汽车是创造城市发展新动能的历史性机遇,城市也为智能网联汽车发展提供最佳载体。以波特竞争力模型和智能网联汽车评价研究经验为基础,从汽车制造和汽车社会角度出发,构建了环境竞争力、基础辅助竞争力、产业支撑力、企业竞争力、消费支撑力和社会需求支撑力6个一级指标和24个二级指标为结构的智能网联汽车国际竞争力评价模型,综合分析评价了2021年我国17个重点城市智能网联汽车产业发展水平状况,并基于评价结果提出智能网联汽车城市发展建议与发展指南。At present, Intelligent and Connected Vehicles(ICV) have become the strategic direction of the development of the global automobile industry. The development of ICV is a historic opportunity to create new driving forces for urban development, and cities also provide the best carrier for the development of ICV. Based on Porter’s competitiveness model and the research experience of ICV evaluation, from the perspectives of automobile manufacturing and automobile society, this paper constructs the international competitiveness evaluation model of ICV, which is composed of 6 primary indicators and 24 secondary indicators of environmental competitiveness, basic auxiliary competitiveness,industrial support, enterprise competitiveness, consumption support and social demand support. This paper comprehensively analyzes and evaluates the development level of ICV industry in 17 key cities in China in 2021, and puts forward suggestions and guidelines for the development of ICV cities based on the evaluation results.
