晚清东西定点帮扶经典个案——浙人姚觐元川东劝课蚕桑考述

摘　　要：同治末光绪初,姚觐元担任川东兵备道期间,积极倡办蚕桑,主要事迹有:从家乡湖州采购蚕种桑秧,分发所属各县;招募浙人试办蚕桑,使百姓知其利;设局劝办蚕桑,蚕事纳入考试;编写刊发蚕书,备示蚕桑诸法;在佛图关修建蚕神庙,并在庙旁设立“蚕市”,进行蚕丝绸交易。在姚觐元倡导下,川东各县遍野桑田,丝亦纯白,利甲蜀中。四川百姓为纪念他,改佛图关蚕市场为姚公场,并以其生日作为每年的谢蚕神日。姚觐元可谓是东西定点帮扶的先行者。At the end of the reign of emperor Tongzhi and the beginning of the reign of emperor Guangxu, Yao Jinyuan actively advocated sericulture when he was the high rank official for rectifying military forces in eastern Sichuan. His main deeds include purchasing silkworm seeds and seedlings from his hometown Huzhou and distributing them to his counties;recruiting Zhejiang people to try to run sericulture so as to help local people know its benefits;setting up a bureau to persuade local people to run the silkworm industry, and the silkworm were included in the examination;compiling and publishing silkworm books to show various silkworm breeding methods;building the Silkworm God Temple in Fotu Pass, and setting up a “Silkworm Market” beside the temple for silk trading. Under the initiative of Yao Jinyuan, mulberry trees were planted across all the counties in eastern Sichuan, the silk is pure white and its benefits ranked first in Sichuan. In order to commemorate him, Sichuan people changed the Fotuguan silkworm market to Yaogongchang market, and took his birthday as the date of thanking the silkworm god every year. Yao Jinyuan can be said to be a pioneer of pairing-off assistance of the east to the west.
