摘　　要：油气田开发企业所辖站库是我国石油天然气的主要集散、处理、临时储运空间,也是石油天然气供应和深加工的主要载体。随着油气田开发企业站库的逐年增多,从标准规范、专业技术、运行管理等角度反映出的问题也很多。为体现新规范、新要求对油气田开发企业所辖站库的不适用性,对照国家应急管理部下发《油气储存企业紧急切断系统基本要求(试行)》《大型油气储存基地安全风险评估指南》《陆上石油天然气井场/站场安全风险分级评估细则》的适用对象及技术要求,明确《油气储存企业紧急切断系统基本要求(试行)》适用的具体对象,剖析油气储存企业紧急切断系统按照新要求整改存在的主要问题,结合企业自身特点,对技术要求提出建议,以确保油气田开发企业能够切实保障站库本质安全、提高运行管理水平。The stations and depots under the jurisdiction of oil and gas field development enterprises are the main distribution,treatment,temporary storage,and transportation space of China’s oil and gas,and also the main carrier of oil and gas supply and deep processing. With the increase of oil and gas field development enterprises stations and depots year by year,the problems reflected in the perspectives of standards,professional technology,operation management and so on are also emerging. In order to reflect the inadaptability of the new standards and requirements to the stations and depots under the jurisdiction of oil and gas field development enterprises,the applicable objects and technical requirements of the "Basic Requirements for Emergency Shut-off System of Oil and Gas Storage Enterprises(Trial)", "Guidelines for Safety Risk Assessment of Large-scale Oil and Gas Storage Bases",and "Detailed Rules of the Safety Risk Classification Assessment for Onshore Oil and Gas Well Sites/Stations" issued by the Ministry of Emergency Management are compared,the specific objects of application of the "Basic Requirements for Emergency Shut-off System of Oil and Gas Storage Enterprises(Trial)" are clarified. This paper analyzes the main problems existing in the rectification of the emergency shut-off system in oil and gas storage enterprises according to the new requirements,and combines the characteristics of the enterprises themselves to make suggestions on the technical requirements to ensure that the oil and gas field development enterprises can effectively ensure the intrinsic safety of the stations and depots and improve the operation and management level.
