摘 要:本文对北方采暖地区既有居住建筑节能改造的实施现状进行研究,梳理国家层面和地方层面的支持政策,总结近年来取得的实施成效,指出在碳达峰碳中和背景下资金筹措、改造标准、配套能力和运维管理等方面存在的不足,并提出整合当前政策资源、推进以碳减排为导向的系统化节能改造、探索长效市场机制等政策建议。本研究旨在为优化北方采暖地区既有居住建筑节能改造支持政策和技术路径提供参考。The current situation of energy efficiency renovation of existing residential buildings in Northern heating region was summarized in the paper,and the supporting policies at the national and local levels were collected,as well as the implementation effects in recent years were analyzed.Under the background of Carbon Peaking&Carbon Neutrality,the deficiencies of investment and financing,renovation standards,supporting capacity as well as operation management were identified.The policy suggestions such as integrating current policy resources,promoting systematic energy efficiency renovation oriented by carbon emission reduction,and exploring long-term market mechanism,were also put forward.The study aims to provide references to optimize the supporting policy and technical path for energy efficiency renovation of existing residential buildings in Northern heating region.
