提升铁路工程质量内部监督成效的探究

摘　　要：2013年原铁道部政企改革后,为继续做好庞大铁路建设市场监管,原铁路总公司保留工程质量监督力量开展企业内部监督工作。铁路工程质量内部监督为铁路建设质量安全状况不断向好发挥了重要作用,但也存在很多体制和观念上的问题。论文从一名铁路工程内部监督工作者的角度出发,通过总结“十三五”期间铁路工程质量安全内部监管现状,梳理内部监督工作中好的工作方法,探究存在的薄弱环节和解决对策,并从优化监管机构职能定位、改进内部监管方式方法、改变现场检查理念等方面对进一步提升内部监督成效进行深入思考。After the government enterprise reform of the former Ministry of Railways in 2013,in order to continue to do a good job in the supervision of the huge railway construction market,the former Railway Corporation retained the engineering quality supervision force to carry out the internal supervision of the enterprise.The internal supervision of railway engineering quality has played an important role in improving the quality and safety of railway construction,but there are also a series of problems in system and concept.From the perspective of an internal supervisor of railway engineering,this paper summarizes the current situation of internal supervision of railway engineering quality and safety during the 13th Five Year Plan period,combs the good working methods in internal supervision,explores the existing weak links and solutions,and optimizes the functional positioning of supervision institutions,improves the methods of internal supervision Change the concept of on-site inspection and other aspects to further improve the effectiveness of internal supervision,hoping to provide reference for project quality supervisors and project managers.
