国家中心城市应急管理体系建设对策研究--以郑州市为例

摘　　要：郑州“7·20”特大暴雨灾害暴露出郑州市在应急管理体系方面的诸多短板,持续推进应急管理体系建设、切实保障人民群众生命财产安全成为国家中心城市现阶段的发展重点。本文首先对国内外应急管理体系的建设模式及经验进行了深入探究,并针对郑州市现阶段的发展实际,对其应急管理体系中存在的诸多问题进行梳理,进而提出国家中心城市应急管理体系建设对策:(1)从应急预案与演练、物资保障、应急场所等方面提升应急准备能力;(2)做好重点区域和设施的隐患排查、监测预警、风险管控;(3)从决策指挥、协调联动、信息发布与舆论引导等方面全面强化处置能力;(4)健全灾害现场恢复重建机制,并加强突发事件心理干预;(5)健全应急宣教、应急管理培训、应急科技产业并提升应急文化软实力,确保政府在应对公共安全以及突发状况时能够具备更加全面的能力。The“7-20”disaster revealed many shortcomings in the emergency management system in Zhengzhou,and the continuous promotion of the construction of the emergency management system to ensure the safety of people's lives and property has become a priority for the development of the national central city at this stage.This paper firstly explores the mode of construction and experience of emergency management systems at home and abroad,and then compares many problems in the emergency management system of Zhengzhou in the light of its current development.It then proposes countermeasures for the construction of emergency management systems in national central cities:(1)to improve emergency preparedness in terms of emergency plans and drills,material security and emergency sites;(2)to do a good job of hidden danger investigation,monitoring and early warning,and risk control in key areas and facilities;(3)to comprehensively strengthen the disposal capacity in terms of decision-making,coordination,information dissemination and public opinion guidance;(4)to improve the disaster site recovery and reconstruction mechanism and strengthen psychological intervention in emergencies;(5)improve emergency education,emergency management training,emergency science and technology industry and enhance the soft power of emergency culture to ensure that the government has a more comprehensive capacity to respond to public safety and emergency situations.
