军民融合知识创新网络阻滞成因及对策研究--基于系统动力学视角

摘  要:从系统观角度,构建军民融合知识创新网络模型,从节点、关联、层次整体和环境四层次系统分析了影响军民融合知识创新绩效的因素。采用系统动力学模型,构建了阻滞因素间的因果关系图及系统流程图,编制各因素间的DYNAMIC方程,并选取中国高技术产业统计年鉴--航空航天业中的统计数据对其进行验证。基于验证后的模型,测试阻滞因素不同水平变化对军民融合知识创新网络绩效的影响。仿真结果显示:民参军准入门槛、中介组织成熟度、法律法规发布力度、军民技术标准统一度对军民融合知识创新网络系统影响较大。对此提出了以完善军民融合法规为驱动,以平台及运行机制建设为保障,降低准入门槛,以提高军民融合知识创新网络整体绩效为目标的对策建议。This paper establishes a military-civilian integration knowledge innovation network model from a system perspective.The blocking factors are analyzed from four aspects:node,association,hierarchyand environment.The system dynamics model is used to build the causal relationship diagram and the system flow chart between the blocking factors are constructed,and the DYNAMIC equations between the variables are compiled.The statistical data of Aerospace Industryin the China High-tech Industry Statistical Yearbookare selected to verify the equations in the model.Based on the verified model,a simulation experiment is performed on each blocking factor to test the impact of different levels of blocking factors on the performance of the military-civilian integrated knowledge innovation network.The results show that the entry barriers for military participation,the maturity of intermediary organizations and the release of laws and regulations and the uniformity of military-civilian technology standards have a greater impact on the military-civilian integrated knowledge innovation network system.Based on this,countermeasures and suggestions to improve the innovation efficiency of military-civilian integrated knowledge innovation network are proposed.
