摘  要:大规模区外来电将大量可再生能源馈入到受端电网,解决了用电资源与负荷发展不平衡的问题。提出了一种考虑大规模区外来电接入受端输电网的扩展规划方法。综合考虑可再生能源出力和负荷的不确定性,以线路投资成本、运行成本、弃能成本和失负荷成本之和最小为目标,建立了计及系统运行经济性的两阶段输电网随机规划模型。引入多参数规划方法,提出采用内嵌场景削减的改进Benders分解算法,将原问题分解成投资主问题和运行子问题,通过对大规模运行场景进行削减,以确保在最优投资决策下的电网规划方案。以改进后的Garver’s 6系统与河北某网500 kV及以上的实际系统为算例,验证了所提方法的有效性。Large scale external power access feeds a large amount of renewable energy into the receiving power grid,which helps to address unbalanced development of power resources and loads. In this paper,a transmission network expansion planning method considering large-scale external power access to the receiving transmission network is proposed. Firstly,considering the uncertainty of renewable energy output and load,a two-stage transmission network stochastic programming model considering the economy of system operation is established with the objective of minimizing the sum of line investment cost,operation cost,energy rejection cost and load loss cost. Secondly,the multi-parameter planning method is introduced,and an improved Benders Decomposition algorithm using embedded scenario reduction is proposed. The original problem is decomposed into the main investment question and the operation sub-question. By reducing the large-scale operation scenarios,the power grid planning scheme under the optimal investment decision is ensured. Finally,the improved Garver’s 6 system and a 500 kV and above system in Hebei Power Grid are taken as examples to verify the effectiveness of the proposed method.
