摘　　要：监察员制度是纪检监察制度的重要特色,历经了发轫期、更化期与擢升期。监察员制度旨在通过群众监督和民主监督等方式有效制约公权力的行使,既是依靠人民群众开展反腐倡廉工作的重要途径,也是内部监察和同体监督必不可少的补充。回溯监察员制度发展史,在总结经验得失的基础上,健全国家监察和群众监督相结合的监察机制,能够进一步优化新时代特约监察员制度,破解“谁来监督监督者”的难题,助力监察效能的提升和国家监察体制改革的深化。The inspector system is an important feature of the discipline inspection and supervision system.It has undergone founding,innovation and promotion period.This system is designed to effectively restrict the exercise of public power by means of mass supervision and democratic supervision.It is an important way to rely on the masses to carry out anti-corruption work,and it is also an indispensable supplement to internal supervision and consubstantial supervision.To review the development history of the supervision system is to establish and improve a supervision mechanism that combines state and public supervision on the basis of summing up the gains and losses gained from experience,and to further optimize the special supervision system in the new era,so as to provide more effective force for preventing the darkness under the light and solving the difficult problem of “who will supervise the supervisor”,and to improve the effectiveness of supervision and deepen reform of the national supervision system.
