摘 要:对政法单位实施政治督察是《中国共产党政法工作条例》明确的一种党内监督机制,需各地创新性实施。基于深度访谈和问卷调查发现,基层对该制度的知晓度较高但仍存认知和实践困难。通过研究进一步发现,部分省出台的《条例》实施细则难以充分指导基层政治督察。对此,建议加强顶层设计,明晰政治督察概念,建立政治督察触发机制、评价机制和协调机制,分层制定督察清单,合理运用督察成果,以充分发挥制度的作用。The implementation of political inspection over the political and legal organizations is a new type of intra-Party supervision mechanisms clearly defined in the regulations on political and legal work of the communist Party of China,and need innovations of various regions.Based on the in-depth interviews and questionnaires,it is found that the grass-roots identified the system highly,but there are still difficulties in understanding and practicing processes.Researching on the institutes of several provinces further shows that the local regulations hard to completely guide the grass-roots.It is suggested to strengthen the top-level design,clarify the concept of political inspection,establish the trigger mechanism,evaluation mechanism and coordination mechanism of political inspection,make a inspect list in layers,make a rational use way of inspect results,and maximize release the system functions.
