网络直播中政府规制之信用工具制度的优化

摘　　要：网络空间信用工具的兴起与公共治理和治理工具创新以及网络直播中的失信行为相关。目前,我国网络直播中出现了一些失信乱象,有必要对信用工具制度进行优化。为此,建议设立信用工具启动和审批程序、明确失信主体市场准入的禁止标准、规范信用工具机制的具体内容和程序、确保实施信用工具的合理性与合法性、建立健全信用工具监督体系,以期为网络直播的良性发展有所助益。The rise of cyberspace credit instrument can not be separated from the innovation of public governance and governance tools,and the dishonest behavior in live webcast.At present,there are some dishonest phenomena in China’s live webcast.It is necessary to optimize the credit instrument system.For this reason,it is suggested to set up the startup and approval procedures of credit instrument,clarify the prohibition standards for market access of dishonest subjects,standardize the specific contents and procedures of the credit instrument mechanism,effectively control the rationality and legitimacy of the implementation of credit instrument,and establish and improve the supervision system of credit instrument,so as to help the benign development of live webcast.
