摘　　要：目的:评估重庆市乡镇卫生院的医防整体效率并识别低效率来源。方法:以重庆市38个区县的841个乡镇卫生院为研究对象,采用数据包络分析法的VRS-BCC模型,测算乡镇卫生院医防整体效率。结果:2018年重庆市乡镇卫生院综合效率、纯技术效率、规模效率分别为0.905、0.943、0.961;38个区县中,11个区县的乡镇卫生院资源配置为相对有效,11个区县弱有效,16个区县相对无效;在27个弱有效或无效的区县中,25个区县由投入冗余和产出不足双轮驱动。结论:重庆市乡镇卫生院的医防整体效率不高,基本医疗服务能力不足和缺乏有效的医防融合机制是乡镇卫生院低效率的主要原因。Objective To evaluate the overall efficiency of medical care and prevention in township health centers in Chongqing and identify the sources of low efficiency. Methods Taking 841 township health centers in 38 districts and counties in Chongqing as the research objects, the VRS-BCC model of data envelopment analysis method was used to measure the overall efficiency of township health centers. Results In 2018, the comprehensive efficiency, pure technical efficiency and scale efficiency of township health centers in Chongqing were 0.905, 0.943, and 0.961respectively. Among the 38 districts and counties, 11 districts and counties had relatively effective resource allocation of township health centers,11 districts and counties showed weakly effective, and 16 districts and counties were relatively ineffective. Among the 27 weakly effective or ineffective districts and counties, 25 districts and counties were driven by redundant input and insufficient output. Conclusion The overall efficiency of medical care and prevention in township health centers in Chongqing is not high. The main reasons for such low efficiency are the lack of basic medical service capacity and the lack of an effective medical and preventive integration mechanism.
