基于工程咨询机构参与的大中型水利项目全过程投资控制分析

摘　　要：水利水电工程项目是有利于长远的民生工程,项目工程投资较大,项目投资控制十分重要。本文结合山东南水北调工程建设和运行管理中投资控制的实际,分析了大中型水利工程投资控制的重点和投资风险防范措施,对工程咨询机构在施工中物资设备采购、计量支付的投资控制措施、现场签证及变更的跟踪审查、隐蔽工程验收记录、争议性问题处理的审核等进行了分析探讨。The water conservancy and hydropower project is beneficial to the long-term livelihood of the people. The project investment is large, so the project investment control is very important. Based on the practice of investment control in the construction and operation management of Shandong South to North Water Transfer Project, this paper analyzes the key points of investment control and investment risk prevention measures for large and medium-sized water conservancy projects, and analyzes and discusses the investment control measures for materials and equipment procurement, measurement and payment, on-site visa and change tracking review, concealed project acceptance records, and review of controversial issues handling in the construction of engineering consulting institutions.
