摘　　要：欧盟委员会基于2011年版交通白皮书目标任务进展有限,以及交通运输业可持续发展压力加大、新技术带来机遇挑战和新冠肺炎大流行要求交通具有更大韧性等新形势,在2020年12月发布《可持续和智能交通战略》,将发展可持续、智慧和韧性交通等三方面作为战略要点,重点推动交通向零排放时代转型,实现交通无缝、安全和有效链接,促进交通一体化、公平和无障碍发展。借鉴欧盟经验,为支撑我国交通强国建设和实现交通减碳目标,建议我国应深化重要交通政策文件评估管理,科学审慎制定交通运输减碳计划和政策体系,推动新技术率先在交通运输业探索应用,全方位提高交通运输韧性保障水平。Given that the limited progress on the goals of EU’s 2011 transport white paper,as well as the increasing pressure of sustainable development of transport industry,opportunities and challenges brought by emerging technologies,and greater resilience of traffic due to the COVID-19 pandemic,European Committee released the document named Sustainable and Smart Mobility Strategy in December 2020.Sustainable,smart,and resilient mobility were taken as strategic points.An irreversible shift to zero-emission mobility,seamless,safe and efficient connectivity,and a more resilient single European transportation will be the main direction.Based on the experiences of Europe,in order to support China’s strong transport power and carbon reduction realization,it was suggested that China should deepen the evaluation and management of key transport policy documents,make transportation carbon reduction plans and policy systems scientifically and prudently,promote the first exploration and application of new technologies in transport industry,and improve the resilience level of transport comprehensively.
