习近平总体国家安全观的三重意蕴:生成渊源、价值关切和时代观照

摘　　要：党的十八大以来,围绕国家安全维护和保障这一主题,以习近平同志为核心的党中央提出了一系列关于国家安全的重要论述,形成了系统、完整、全面的总体国家安全观。从发生逻辑上看,中华民族传统国家安全思想、马克思主义经典作家的国家安全思想和中国特色社会主义实践是总体国家安全观独特的生成来源;从现实意蕴上来看,“以人民为中心”的政治立场、制度治理的科学原则和“三大规律”的执政自觉是总体国家安全观独特的价值关切;从时代观照上来看,总体国家安全观对坚持、发展与完善中国特色社会主义、接力回应“历史周期率”问题、构建新型国际关系展现了独特的实践价值。Since the Eighteenth National Congress of the Communist Party of China,focusing on the theme of safeguarding and guaranteeing national security,the Party Central Committee with Comrade Xi Jinping as the core has put forward a series of important expositions on national security,forming a systematic,complete and comprehensive overall national security concept.From the perspective of occurrence logic,the unique sources of the overall national security concept are composed of the origin of the traditional national security ideology of the Chinese nation,the national security thinking of Marxist classic writers,and the practice of socialism with Chinese characteristics.From the perspective of practical implications,the political stance of“people-centeredness”,the scientific principle of institutional governance,and the consciousness of governing the“three major laws”are the unique value concerns of the overall national security concept.And from the perspective of the times,the overall national security concept has shown unique practical values for upholding,developing and improving socialism with Chinese characteristics,relaying responses to the problem of“historical cycle law”,and building a new type of international relations.
