摘 要:办大学需要大量的经费资源,建立经费资源在大学组织内部的合理分配机制是政府与社会同时关注的焦点议题。分析美国五所一流公立大学的预算模型和预算系统,发现其内部资源分配路径和遵循的一系列指导性原则对建立多元化混合制资源分配体系、明确权力角色职责、平衡大学内部各方利益诉求起着决定性作用。美国一流公立大学经费资源的科学配置,为我国“双一流”建设高校内部资源配置与内部治理提供了经验借鉴。Enormous resources flow to colleges and universities,and the way they are allocated among units inside institutions has been forced into attention of the government and the public.The present study investigates the budget models and budget systems used in five top-ranked public universities in the United States.Findings suggest that such budget models and systems facilitate the missions of these universities by ensuring that sufficient resources from multiple sources flow to required central services and campus units;that administrative and academic leadership plays adequate roles in making the best possible decisions concerning particular circumstances;and that resource allocation serves both campus units and central administration to their best interest.Practical implications are discussed for internal resource allocation as well as for governance at universities in China that strive to be world-class.
