习近平法治思想中的监察法治监督理论

摘　　要：在全面推进依法治国的当下,监察法治监督理论是习近平法治思想深化国家监察体制改革一系列重要论述的组成部分。习近平监察法治监督理论生成逻辑严密、渊源深厚,实现了权力制约与监督理论的传承与创新;功能定位清晰,回应了新时代反腐倡廉的新要求、新挑战;原则导向科学,指明监察监督工作开展的根本遵循;治理体系严谨,形成了系统化的方案证成;实践指向明确,规划了深化监察体制改革的长远布局。对习近平监察法治监督理论的阐释与研究,有利于国家监察体制改革行稳致远,有利于健全党和国家监督体系的制度蓝图。In the context of promoting the rule of law in China,the theory of supervisory commissions’law-based supervision,an important part of Xi Jinping Thought on the Rule of Law,has played a key role in deepening the reform of the state supervision system.With its rigor in logic and depth in source,it inherits and innovates the theory of power checks and the supervision of the exercise of power.It clearly defines its function to be fulfilled,responding to the new era’s requirements and challenges in combating corruption.It sets scientific principles to be followed in the supervisory work.It establishes a rigorous and justified system.It is specifically oriented to practice,designing a long-term layout for deepening the reform of the national supervision system.In view of the above,to properly interpret and study Xi’s theory of law-based supervision is conducive to the steady progress of the reform and hence improves the institutional blueprint of the supervision system in China.
