摘　　要：以基层农业科研单位基层党组织和党员队伍建设为研究对象,分析了基层农业科研单位在基层党组织机构设置、班子配备、经常性教育活动、党员队伍建设现状、正向激励长效机制理论及其运行效果等方面存在的问题,从优化基层党组织设置、党建工作项目化推进、党员创新创优积分奖励、典型宣传等方面,提出破解党建“被动抓”“无形抓”“两张皮”难点的对策和建议,旨在激活基层农业科研院所党员队伍在科技创新、成果转化、科技服务、乡村振兴中主动作为、主动当担,实现党建与科研工作融合共生高质量发展。Taking the construction of grass-roots party organizations and party members in grass-roots agricultural scientific research units as the research object,this paper analyzes the problems existing in the grass-roots agricultural scientific research units in the establishment of grass-roots party organizations,team allocation,regular educational activities,the current situation of party member team construction,the theory of positive incentive long-term mechanism and its operation effect,etc.From the aspects of optimizing the establishment of grass-roots party organizations,promoting the project of party building work,rewarding party members for innovation and excellence,and typical propaganda,the paper puts forward countermeasures and suggestions to solve the difficulties of“passive grasp”,“invisible grasp”and“two skins”in party building.The purpose is to activate the party members of grass-roots agricultural research institutes to take the initiative to act and take the initiative in scientific and technological innovation,achievement transformation,scientific and technological services,and rural revitalization,so as to realize the integration of party building and scientific research work high-quality development.
