湖南农村多层次养老服务体系建设存在的问题及其对策——关于永州衡阳益阳养老服务的调查与分析

摘　　要：湖南农村人口老龄化问题比较严峻,养老服务问题成为了人们关注的重点。本文从分析养老服务体系含义和范围以及中国农村养老服务体系建设的意义出发,通过对永州衡阳益阳三市的调查研究挖掘湖南农村养老服务体系在经济、文化、保障制度和服务管理等方面存在的问题,从而对湖南农村多层次养老服务体系建设展开研究,提出建立农村养老服务经济支持体系、农村特色精神文化养老服务体系、农村特色养老社会保障体系、养老服务管理体系以及特色养老服务模式体系,有效推进湖南农村养老服务体系建设优质发展,让湖南农村老人度过一个健康、幸福、美满且充实的晚年生活。The elderly service has become the focus of people’s attention as the aging of rural population in Hunan is a serious problem. Starting with the endowment service system based on the analysis of meaning and scope as well as the significance of China’s rural old-age service system construction, through investigation and study of three cities, namely, Hengyang, Yiyang, Yongzhou in Hunan, this paper explores the economy, culture, security system and service management problems in rural old-age service system, thus to study multi-level old-age service system construction in Hunan rural. It proposes the rural old-age service financial support system, the rural distinctive cultural endowment service system, the rural distinctive old-age social security system, the pension system service management system as well as the distinctive pension service model,thus effectively promotes the high quality development of Hunan rural old-age service system construction,and let the Hunan rural elderly people have a healthy, happy, and fulfilling life.
