摘　　要：目的:对四川省县域医共体建设发展中存在的问题进行梳理和探讨,为四川省县域医共体建设发展提供借鉴。方法:采用文献分析法并结合社会网络分析法对文献进行分析,运用TOPSIS法对基于社会网络分析法计算得出的四川省县域医共体建设问题的点度中心度、中间中心度和接近中心度3个维度进行综合排名。结果:四川省县域医疗共同体在建设发展中存在配套政策不完善、顶层设计不足、政府对医共体财政补助不足等问题;通过TOPSIS综合评价,排名前3位是县域医疗信息共享平台建设落后(Ci=1.000)、居民对分级诊疗认知度偏低(Ci=0.904)以及优质资源分布不均(Ci=0539)。结论:加强县域医共体信息化平台建设、加大分级诊疗宣传力度、优化卫生资源配置及加大政府财政投入是四川省县域医共体建设的必要举措。Objective:To combs and discusses the problems existing in the construction and development of the county-level medical consumption linkage in Sichuan Province,and provided reference for the construction and development of the county-level medical community in Sichuan Province.Methods:The literature analysis method was used in combination with the social network analysis method to analyze the literature,and the TOPSIS method was used to analyze the point centrality,intermediate centrality and closeness centrality of county-level medical consumption linkage construction problem in Sichuan Province calculated based on the social network analysis method comprehensive ranking of the dimensions.Results:There had some problems in the construction and development of the county-level medical consumption linkage in Sichuan Province,such as imperfect supporting policies,insufficient top-level design,the insufficient financial investment of the government in the medical community,and so on.Through the comprehensive evaluation of TOPSIS,the top three are the backward construction of county-level medical information sharing platform(CI=1.000),the low awareness of residents on hierarchical diagnosis and treatment(CI=0.904)and the uneven distribution of high-quality resources(CI=0.539).Conclusion:Strengthening the information platform construction of the county-level medical consumption linkage,strengthening the publicity of hierarchical diagnosis and treatment,optimizing the allocation of health resources and increasing government financial investment are the necessary measures for the construction of the county-level medical consumption linkage in Sichuan Province.
