基于PMC的西部地区数字经济政策文本量化评价研究

摘　　要：政策评价是政策合理制定和有效实施的前提,对现有数字经济政策进行评价可为今后制定更优政策提供支撑。基于西部地区34项数字经济政策文本,通过文本挖掘提取关键词并绘制语义网络图,据此设置数字经济政策评价体系,构建PMC指数模型对其所有政策样本进行量化评价,通过整体对比、省市区对比和个例对比研究,结果显示:西部地区数字经济政策总体评分为8.03,处于优秀等级,且省级政策得分优于市区级;但也存在政策评价体系不健全、长期时效缺乏、建议功能薄弱和权力下放不足等问题。由此,从健全数字经济政策评价体系、增加中长期规划、政策性质组合使用和优化营商环境提出了相应的政策建议。Policy evaluation is the premise for the rational formulation and effective implementation of policies.The evaluation of existing digital economy policies can provide support for the introduction of better policies in the future.Based on the 34 digital economic policy texts in the western regions of China,this paper extracted keywords through text mining and drew a semantic network diagram.Based on this,it set up a digital e-conomic policy evaluation system and constructed a PMC index model to quantitatively evaluate all its policy samples.Through comparative study on the whole regions,between the provinces,cities and regions and on the individual cases,the results show that the overall score of the digital economy policy in the western region is 8.03,which was in the excellent level,and the provincial policy score was better than the urban level.However,such problems are also found as imperfect policy evaluation system,lack of long-term effectiveness,weak recommendation function and insufficient decentralization.Finally,the paper puts forward corresponding policy suggestions from improving the digital economy policy evaluation system,extending medium and long-term planning,combining policy properties and optimizing the business environment.
