摘　　要：科学技术是第一生产力,科技创新与发展需要先进的制度来保障。一方面“放管服”为科技提供了更大发展空间,释放了活力;另一方面加强科技监督体系以及科研诚信建设能为科技的积极正向发展保驾护航。文章从构建上下联动的监督体系、改革现行评价制度、建设科研诚信等方面呈现了江苏省的科技监督体系建设现状,并探讨现存的一些问题,最后提出改进建议,以期在江苏省“十四五”科技创新规划实施过程中发挥科技监督的更大作用。Science and technology are the primary productive forces,and technological innovation and development need advanced systems to protect them.On the one hand,“reducing power,serving energy”provides more space for developing science and technology and releases its vitality.On the other hand,strengthening the scientific and technological supervision system and constructing scientific research integrity can escort the positive development of science and technology.This paper focuses on studying the current situation of constructing a science and technology supervision system in Jiangsu province from the aspects of building a supervising system from up to bottom.It discusses several strategies for reforming the current evaluation systems for building scientific research integrity.Based on the existing problems revealed in the province,this paper puts forward some concrete countermeasures for the issues identified to ensure that the science and technology supervision will play a significant role in implementing the scientific and technological innovation plans.
