摘　　要：从为智慧城市建设提供基础信息、促进城市物联网建设、促进城市智能化发展和多功能发展等方面论述了基础测绘与新型基础测绘数据和技术在智慧城市建设中的作用;研究了在智慧城市建设中空间基底数据、时空信息云平台和实景三维的应用;最后探析了上海和武汉的新型基础测绘体系建设实践。Firstly,this paper describes the function of fundamental and new fundamental surveying and mapping in the construction of smart city from some aspects,which includes providing the basic data,promoting the construction of urban internet of things and promoting the development of urban intelligence and multi-function;then analyses the application of spatial base data,spatiotemporal information cloud platform and 3D real scene in the construction of smart city;finally analyses the practices of construction of new fundamental surveying and mapping system in Shanghai and Wuhan.
