基于自然资源“一张图”的精准扶贫作战图管理系统设计与实现

摘　　要：精准扶贫战略是新时期我国扶贫领域具有中国特色的脱贫攻坚的主要模式,在习近平总书记提出的“六个精准”指引下,整合政府相关部门扶贫数据资源,研究如何利用测绘地理信息和大数据技术,精准获取贫困信息,为精准脱贫提供基础支撑,意义重大。以贵州省自然资源“一张图”平台为基础,将地理国情普查高分卫星影像成果,相关扶贫专题数据与空间信息数据相结合,利用测绘地理信息、大数据技术,建设贵州省精准扶贫作战图管理系统,实现扶贫对象精准定位,扶贫工作精准管理,为年度扶贫工作成效考核提供重要依据。The targeted poverty alleviation strategy is the main mode of poverty alleviation with Chinese characteristics in the new era.Under the guidance of general secretary Xi Jinping′s"six precision",it is of great significance to integrate the relevant government departments′poverty alleviation data resources,and study how to use surveying and mapping geographic information and big data technology to accurately obtain poverty information and provide the basic support for the accurate elimination of poverty.This article is based on the"One Map"platform of natural resources in Guizhou province,using the results of high-resolution satellite imagery from the Geographical Condition Census,combining relevant poverty alleviation data with spatial information data,by using surveying and mapping geographic information and big data technology,Guizhou province′s targeted poverty alleviation operation map management system is built to achieve precise positioning of poverty alleviation targets and precise management of poverty alleviation work,providing important basis for the annual poverty alleviation performance assessment.
