论构建中国特色农村村级“1+3”立体型治理体系

摘　　要：经过多年的创新、改革与构建,当前我国农村的现代治理体系架构基本形成,但仍然存在某些不足,主要表现是偏重行政治理,而经济和法律治理欠周到。按照党中央国务院的一贯方针和政策规定,建立与国家乡村振兴战略相适应的新型农村村级新型治理体系,必须坚持统筹兼顾、系统协调和运行高效的原则,综合考虑党组织、行政、经济和法治等多种因素,科学设计农村村级治理体系架构和运行原则,形成架构合理、功能分开、互补协调、同步推进的农村新型治理架构。文章认为,“1+3”的立体型治理架构是一个比较理想的架构设计。After many years of innovation, reform and construction, China’s modern governance system in the countryside has basically formed, but still exist certain insufficiency, main performance is to bias administrative management, and economic and legal management owe thoughtful. In accordance with the consistent principles and policies of the CPC Central Committee and The State Council, to establish a new type of rural village-level governance system in line with the national rural revitalization strategy, we must adhere to the principle of overall consideration, systematic coordination and efficient operation, taking into account various factors such as party organization, administration, economy and rule of law, scientific design of rural village-level governance system structure and operation principles, we will form a new rural governance structure with a reasonable structure, separate functions, complementary coordination and simultaneous promotion. In this respect, the choice of“1+3”vertical governance architecture is a relatively ideal architecture design.
