金融助力巩固拓展脱贫攻坚成果的有效路径选择:基于清晰集定性比较分析(QCA)视角

摘　　要：巩固拓展脱贫攻坚成果是党中央对当前“三农”工作作出的重要战略性部署。金融支持政策在巩固拓展脱贫攻坚中具有基础性作用,文章选取25个金融支持政策脱贫案例,采用清晰集定性比较分析方法,分析结果表明“贴息贷款+银行-农村产权抵押贷款+产业助力”“杠杆式融资+银行-农村产权抵押贷款+产业助力+电商平台”以及“贴息贷款和杠杆式融资+银行互助资金贷款+产业助力+电商平台”这三条路径是金融助力巩固拓展脱贫攻坚成果的有效路径。脱贫地区既要具备“造血”功能,如发展当地特色产业链;还要有外力支持,如通过银行等金融机构来增加小额贷款规模;并且要借助市场,如电商平台扩大销售市场等;这样才能形成合力来巩固拓展脱贫攻坚成果并阻断返贫的“退路”。Consolidating and expanding the achievements in poverty alleviation is an important strategic plan of the CPC Central Committee for the current work related to agriculture, rural areas and farmers. Financial support policies play a fundamental role in consolidating and expanding poverty alleviation. This paper selects 25 poverty alleviation cases with financial support policies and adopts a clear set comparative analysis method. Analysis results show that the “interest loans + bank-rural property mortgage + power industry”, “leveraged finance + bank-rural property mortgage power + industry electric business platform” and “mutual interest loans and leveraged finance + bank fund loan power electric business platform + +industry” the three paths is financial help consolidate expand the crucial results effective path out of poverty. Poverty alleviation areas should not only have “hematopoietic” functions, such as the development of local characteristics of the industrial chain;It should also be supported by external forces, such as banks and other financial institutions, to increase the scale of small loans;And to use the market, such as e-commerce platform to expand the sales market;Only in this way can joint efforts be formed to consolidate and expand the achievements of poverty alleviation and prevent the “retreat” from falling back into poverty.
