摘　　要：加强和规范事中事后监管是全面深化“放管服”改革的重要环节,是履行政府职能、促进营商环境优化的重要抓手。政府通过监管,在规范行业发展的同时,又引导行业的高质量发展。其中,长租公寓市场是当前大城市和超大城市解决流动人口住房需求的重要方式,尽管国家陆续出台了相关的鼓励和保障政策,但是随着市场的不断发展,其发展中的监管问题逐步凸显出来。政府监管不规范、监管有效性不足、新型监管手段运用不足和行业监管标准缺失等是长租公寓市场问题频发的主要原因。应切实转变和调整监管理念、思路和方式,通过部门间通力合作,将监管职能贯穿于长租公寓市场发展的全过程,实现全链条监管,让长租公寓市场在规范监管下健康有序发展。Strengthening and standardizing ongoing and ex-post supervision is an important step in comprehensively deepening the reform of delegating power,delegating power,improving regulation,and providing services. It is also an important way to fulfill government functions and improve the business environment. Through supervision,the government guides the high-quality development of the industry while standardizing the development of the industry. Among them,the long-rental apartment market is an important way to solve the housing demand of floating population in big cities and mega-cities. The government has issued relevant encouragement and guarantee policies one after another,but with the continuous development of the market,the regulatory problems in its development have gradually become prominent. The main reasons for the frequent occurrence of long-rental apartment problems are irregular government supervision,inadequate supervision effectiveness,inadequate application of new supervision means and lack of industry supervision standards. It is necessary to transform and adjust the concept,ideas and methods of supervision,and make the supervision function run through the whole process of the development of the long-rental apartment market through the cooperation between departments,so as to realize the whole-chain supervision and ensure the healthy and orderly development of the long-rental apartment market under standardized supervision.
