摘　　要：随着大数据时代的到来,数据蕴含的内在价值和外部需要促使越来越多的国家跻身于政府数据开放行列中。通过对我国政府数据开放政策的演进研究,对88份政府数据开放政策进行文本分析,总结我国政府数据开放政策的主要内容及特点,在此基础上剖析当前我国政府数据开放政策存在的问题,并提出构建中国政府数据开放政策体系、加强中国政府数据开放政策区域协同、推进中国政府数据开放政策实施、扩大中国政府数据开放政策实施中的公众参与、完善政府数据开放的隐私保护与安全保障等解决策略。With the advent of the era of big data,the inherent value and external needs of data have prompted more and more countries to join the ranks of open government data.Through the study of the evolution of the policies of China’s open government data,this paper conducts a text analysis of 88 open policies,and summarizes the main content and characteristics of these policies;on this basis,this paper analyzes the current problems of China’s existing open policies,puts forward a targeted solution strategy,strengthens the regional coordination of the Chinese government’s data open policies,promotes the implementation of the open policies,expands the public participation in the implementation of the open policies,and improves the solutions like privacy protection and security guarantee of the open policies.
