“三品一标”视角下我国安全优质农产品供给能力评价及其区域差异研究

摘　　要：农业供给侧结构性改革背景下,重要农产品供给亟需优化结构和提高质量。基于“三品一标”视角,构建安全优质农产品供给能力评价指标体系,运用主成分分析法对2017年我国各地区的安全优质农产品供给能力进行综合评价,并多角度度量和分析我国安全优质农产品供给能力的区域差异。结果表明:整体来看,我国安全优质农产品供给能力还比较弱,且在省际间和“四大板块”间存在差异;我国安全优质农产品供给能力存在空间分异特征,根据各地区4个评价维度的得分特征可将31个省(自治区、直辖市)划分为4类区域。应依托“三品一标”的认证发展提升我国安全优质农产品供给能力,相关政策制定要充分考虑安全优质农产品供给能力的区域差异及特征,做到因区施策和因地制宜。Based on the perspective of“Three Products and One Indication”,this paper constructs an evaluation index system for the supply capacity of safe and high-quality agricultural products,evaluates the supply capacity in all regions of China in 2017 by using the principal component analysis,and analyzes the regional differences in the supply capacity in China from multiple perspectives.The results show that the supply capacity of safe and high-quality agricultural products in China is still relatively low,and the differences between provinces and the“four major sectors”are obvious.The supply capacity of safe and high-quality agricultural products in China is characterized by spatial differentiation.The whole country can be divided into four categories according to the score of each region in the four evaluation dimensions.Under the background of the structural reform of agricultural supply-side,it is urgent to increase the supply of safe and high-quality agricultural products.The formulation of relevant policies and measures by the government should take into full consideration of the regional differences and characteristics of the supply capacity in China,so as to take measures in accordance with local conditions.
