摘　　要：优越的营商环境是一个国家或地区经济社会发展的硬环境和软环境的集中体现,也是一个国家或地区提升综合竞争力、吸引力和驱动力的重要基础。我国东北地区进入计划经济较早,退出较晚,当前遗留的体制性、机制性、结构性问题较多,营商环境也与东南沿海存在较大差距。近年来,辽宁出台了一系列促进营商环境建设的政策方案及行动,营商环境建设卓有成效,但也存在一些问题和不足。因此,有必要综合分析国内典型地区营商环境建设的经验,进一步优化辽宁营商环境,促进辽宁经济稳步发展。The superior business environment is the concentrated embodiment of the hard environment and soft environment for the economic and social development of a country or region. It is an important basis for a country or region to enhance its comprehensive competitiveness, attractiveness and driving force. In recent years,Liaoning has promoted and implemented a number of policies and measures to improve its business environment,and achieved remarkable results in improving its business environment. Policy scheme based on Liaoning province to promote business environment construction and operation, analyzed present situation and the business environment construction in Liaoning effect, find problems existing in the process of Liaoning business environment construction, and puts forward countermeasures to further optimize the business environment in Liaoning comprehensive analysis of the typical domestic in business environment on the basis of construction experience, to further optimize the business environment in Liaoning countermeasures and Suggestions are put forward.
